The USAID-supported Global Sustainable Tourism
Alliance (GSTA)/Montenegro STARS
Program aims to support and stimulate
private sector development in northern Montenegro. Its
overriding
objectives are to improve the business climate and the capacity of key
sectors and
businesses to compete. Through its activities, the
five-year program aims to improve
investments, create a Montenegrin
product brand, and encourage the use of northern products
and service
providers by coastal tourism entities, while promoting the northern areas to tourists.
STARS will foster:
• firm-level strengthening and upgrading,
• sector-level and inter-firm cooperation,
• improved support services,
• a stronger enabling environment,
• public-private partnerships, and
• investment and trade promotion/linkages.
The program utilizes a system-wide approach that
catalyzes networking and partnerships among the economic, social,
environmental and governmental sectors to achieve the greatest impact.
STARS will focus on the tourism and agricultural and specialty product
contexts to increase quality and capacity of businesses and their
products and services; enhance cooperation among businesses; improve
business support services; improve the enabling environment.
Activities focus on tourism development and the
following niche industry areas: meat processing and production, dairy,
non-timber forest products (berries, mushrooms, essential oils), wood
and specialty/handicrafts products, as well as on competitive workforce
development.
STARS builds upon previous USAID efforts by
collaborating closely with local stakeholders, donor organizations,
NGOs, private sector and governmental institutions, particularly those
dedicated to development of the northern region’s economic climate.
